Where to start
A C-3 designation or the words “commercial property” do not establish that your proposed dealership use is allowed. Local zoning and FLHSMV’s location review are separate matters. Start with the exact address and a description of the intended operation.

Gather the property details
This is a practical list for a preliminary inquiry, not a universal licensing document checklist. The complete requirements depend on the category and specific location.
- The full address, unit number and parcel ID, if known.
- The intended dealer-license category and operation: retail, wholesale or another model.
- Whether there will be visitors, vehicle display or storage, signage, repairs or other activities.
- A floor/site plan, photographs and parking details.
Questions for the zoning department
First establish whether the city or county has jurisdiction over the parcel. Ask about the specific proposed use, rather than simply asking whether the land is commercial.
- Is this proposed use allowed at this address, and under what conditions?
- Is a separate use approval, zoning clearance or another process required?
- What restrictions apply to vehicle display, parking, outdoor storage and signage?
- Who reviews the premises, and which additional local permits or registrations are needed?

Get a written response
Ask for a written response that includes the property address and your proposed business activity. Save the staff member’s name, date, conditions and next steps. Verbal guidance, zoning approval and an issued license are different outcomes.
If the response is conditional, establish what remains to be done. During lease negotiations, discuss what happens if the necessary approvals cannot be obtained; have the contract terms reviewed by an attorney.
Check FLHSMV requirements separately
The HSMV 86056 instructions require the dealership location to be approved by a Division of Motorist Services representative before the license application is submitted. FLHSMV also recommends contacting the local Field Office before committing substantial resources to a potentially unsuitable location.
For an initial Smart Invest inquiry, send the address and a short description of your planned operation. Before we begin, we agree on what we will check and what you will receive, such as a list of questions, the agency response or advice on what to do next.
